SRF Elaborates on Refrigerant Gas Regulatory Landscape Amid Kigali Amendment Implementation
SRF hosted a call with Prashant Yadav, President and CEO of its Fluorochemicals Business, to discuss the evolving regulatory framework for refrigerant gases under the 2016 Kigali Amendment to the Montreal Protocol. The discussion highlighted critical timelines for quota freezes and phase-out schedules across key markets.
The US and China have completed baseline periods and entered quota freeze phases, while India remains in its baseline determination stage. Market participants must navigate consumption quotas (imports + domestic sales) and production quotas (production + exports) as new rules take effect.
Notably, Article A5 countries like China and India face specific GWP allowance calculations using HFC plus 65% of their HCFC baseline. The regulatory landscape presents both constraints and opportunities as the December 2026 deadline approaches for new HFC plant commissioning.
